Harrah’s Southern California Resort Phase VII
Renamed Funner, California for a reason, Valley Center is home to the Harrah’s SoCal Resort where W.E. O’Neil built Tower II with 21 stories and 402 keys.

With a career spanning construction operations and business strategy, Chelsea brings a results-driven approach to process optimization, operational efficiency, and cross-functional team leadership.
Chelsea began her career at W.E. O’Neil as an intern, later joining the company full-time as a Project Engineer in 2012. She quickly advanced to Project Manager, where she led major projects for our California offices, provided expertise in intricate engineering systems, enhanced subcontractor productivity, and streamlined jobsite operations. Her expertise in problem-solving and process improvement positioned her as a key leader in the field.
In 2020, after nearly a decade in construction operations, Chelsea played a pivotal role in establishing W.E. O’Neil’s Business Services department. She worked directly with CEO John Finn to develop the department’s strategic framework, build high-performing teams, and implement systems that enhanced efficiency and collaboration across the organization.
As vice president, Chelsea continues to drive company-wide improvements, focusing on scalability, innovation, and operational excellence. She is dedicated to fostering a culture of collaboration and continuous improvement, ensuring W.E. O’Neil remains at the forefront of the industry for years to come.
With an easy-going nature, Chelsea is a humble self-starter and quiet trailblazer who wears many hats—colleague, mentor, and leader. She brings a high level of both analytical skills and empathy to her leadership style. “We have a growing team with many different skill sets so I am by no means the best at most of what we do. Instead, I value the opinions of our team and am happy to empower them to make decisions.”
Chelsea has a knack for inspiring her teams to high ambition and achievements. She balances the demands of leadership with grace, expertly managing project schedules while making time for her family.
I was inspired by my father, a bridge engineer, to pursue a degree in civil engineering, but the fast-paced and relationship-driven construction field won my heart. People are the cornerstones of our industry and I’m proud to work with some of the best.
