Working alongside long-time tribal client Rincon Band of Luiseno Indians, W.E. O’Neil built this new tribal government center which provides spaces for tribal law enforcement, human resources, finance, legal, and administration.
Featuring the intricate art of tribal basket-weaving, historic oak, and stone elements, the facility is an artistic and culturally expressive addition to the 11-acre site.
The 42,755 SF, two-story steel, metal deck, and concrete building was designed with indigenous landscaping and thoughtfully incorporates the Luiseno culture. The interior of the building is furnished with offices, a meeting hall, a full commercial kitchen, showers, a balcony, council chambers, a public safety center, and a loading dock. The exterior skin combines plaster, stack stone, tile, storefront, and metal wall panels. Site improvements included a new parking area with a bio-retention basin on-site to capture water runoff.
A new water feature and sitting area near the building entrance welcome tribal members and guests. New landscaping and protected oak trees provide a tranquil and inviting atmosphere.
