Welcome DCA Construction to W.E. O'Neil!
Company News
In May 2022, W.E. O’Neil announced we acquired Austin-based DCA Construction. DCA’s management team has remained in place and the firm will officially become W.E. O’Neil Construction on June 1st 2023.
We will celebrate the official opening of our Austin office on Thursday, June 1, 4:00-8:00 p.m., at an invitation-only launch event on the terrace of The Stephen F Austin Royal Sonesta Hotel in Austin. Attendees, including clients, trade partners, W.E. O’Neil employee-owners, and members of the media, will have the opportunity at this event to speak with W.E. O’Neil executives about our Texas launch, our plans for the Greater Austin/Central Texas market, and W.E. O’Neil’s steady growth since its founding in 1925.
“This launch presents an exciting opportunity for us to expand our operations into the Texas market,” said John Russell (W.E. O’Neil President, Chicago). “DCA has a long, proud record of accomplishments and we share common values with their leadership. Combining our strengths and expertise creates great opportunities for us in the booming Austin market and beyond.”
“Joining W.E. O’Neil was a good fit for our company for two primary reasons: expansion and culture,” said Vice President Kevin Foltermann, who has been with DCA for 18 years and will oversee Austin operations. “First, DCA was looking to expand its footprint in Texas for some time, and W.E. O’Neil was the perfect fit to further build upon the longstanding reputation and first-in-class service provided. In fact, many of W.E. O’Neil’s Chicago clients have started building in Austin.
“Second, we believe a good culture fit is the key to success in any business. Over the past year since the acquisition, I can personally attest that the DCA team has meshed perfectly with W.E. O’Neil’s corporate culture. We are excited to now be known as W.E. O’Neil and to continue to provide the exceptional service they are known for.”

W.E. O’Neil has completed several projects for longtime clients in Texas over the past decade. We bring to the Austin commercial real estate and development market a deep well of in-house resources, financial strength, and nearly 100 years of construction expertise. With the DCA acquisition, we now have a total of 12 office locations and complete projects in about 20 markets nationwide.
The acquisition of DCA enables W.E. O’Neil to better serve clients by offering several additional resources, including full-time BIM and VDC; full preconstruction and estimating department; mechanical, electrical, and plumbing management; and marketing and business development.
The Austin office will serve the entire state but will focus on penetrating the Greater Austin/Central Texas area’s office, multi-family, hospitality, and retail segments, as well as counter-cyclical markets like aviation, health care, higher education, and senior living.
W.E. O’Neil has projects in progress across Texas, from Fort Worth to Austin to Corpus Christi. These include:
Earlier this month, the Texas Department of Public Safety awarded a contract to build a 13,000 SF vehicle licensing and registration and driver testing facility in Plano.
Over the past 12 months since the acquisition, W.E. O’Neil has hired new employees in Austin and plans to grow the office even more in the next two years. We are actively recruiting project estimators, project managers, and project superintendents in Texas.
W.E. O’Neil has been a proud employee-owned company since 1994, and we were thrilled to become 100% employee-owned in 2020. Employee-ownership fits because it reflects our values.
“We value people, we value dreams, and we bring thoughtful leadership to the building experience,” said John Russell. “Our goal is to bring value to both our clients and our employees, support them fully, and facilitate their dreams.”
